The Black Sea Energy Cooperation Association (BESCA) was officially launched in November 2025 during the Türkiye–Romania Energy Forum in Ankara, in the presence of H.E. Ștefan-Alexandru Tinca, Ambassador of Romania to Türkiye.
Romania’s renewable energy market is expanding rapidly, attracting significant interest and capital from Turkish and international investors. As investment activity increases, an association such as BESCA provides a platform for regional cooperation and dialogue.
The association connects investors, developers, technology providers, and suppliers active in Romania’s renewable energy sector, bringing them together to exchange expertise, accelerate projects, and navigate the market more efficiently.
“Our aim is to bring together the growing Turkish investments in Romania, as well as companies from other countries active in the Black Sea energy sector. By bringing investors, project developers, technology companies, and energy experts under one roof, we can create added value together,” says Mesut Güler, CEO of Enexus and President of BESCA.
BESCA welcomes companies at different stages of their energy journey, from early market entry to large-scale portfolio development. Membership includes access to market insights, industry networking, advocacy and community support programs.
While BESCA addresses the broader Black Sea region, Romania plays a central role. The country offers EU market access, grid connectivity opportunities, and a growing pipeline of bankable projects. By connecting Romanian market expertise with Turkish industrial capacity, capital, and technology, BESCA aims to support a more integrated and competitive regional energy market.
Companies, institutions, and academics active in or interested in renewable energy, energy storage, grid infrastructure, and clean technologies in Romania and the Black Sea region are invited to join.
