The Black Sea Energy Cooperation Association (BESCA) supported the publication of a report focused on renewable energy investment opportunities in Romania, a market that continues to attract growing interest from Turkish and international investors.

The report was developed in the context of the Türkiye–Romania Energy Forum in Ankara, organized by Enexus, and is based on the discussions held during the event. It captures the main ideas, perspectives, and conclusions shared by investors, developers, technology providers, financiers, legal advisors, and public stakeholders active in or evaluating the Romanian energy market.

The report offers a multi-angle perspective on Romania as an investment destination. It focuses on the practical topics that matter most to investors, including project development and financing, grid access and permitting, bankability considerations, and the growing role of energy storage in investment strategies.
